591-2-430631. This solicitation issued by the Agency for International
Development Mission to La Paz, Bolivia to acquire under the simplified
acquisition procedures one ambulance. Specifications: one four wheel
drive ambulance with left hand drive, payload min. 1,700 lbs, G.V.W.R.
min/max 9,400 lbs, engine 5.8 cylinder gasoline, operates on regular
leaded gasoline, filler neck accepts nozzle dispensing regular leaded
gasoline. Automatic transmission, transfer case 2 spd., heavy duty
clutch 11 inch, brakes type, power, parking brakes at rear wheels,
steering, power, standard wheels, tire steel belted radial, mud/snow
tread, spare tire and wheel, spare tire carrier and lock. Alternator
165 amp, batteries dual heavy duty, heavy duty radiator and cooling
system, fuel capacity min. 36 gal, skid plates, front stabilizer bar -
1 inch minimum, front license plate bracket, rear step bumper, fuel
tank skid plate, standard undercoating, front axle 4,600 lbs, rear axle
6,340 lbs., rear axle ratio: 4.10, air conditioning, jack, handle, lug
wrench, tool kit including hand grease gun, 2 pry bars, 12 inch
crescent wrench, set of 4 standard combination wrenches, set of 4
standard screwdrivers, 1 set operator's shop and spare part manuals.
Patient capacity: 4 with primary patient on cot and 3 ambulatory
patients on squad bench, siren: 200 watt multi tone with siren
speakers, warning lights, patient area lighting and check out lights,
silent intercom between patient compartment and driver's compartment,
rear patient heat, fan and power exhaust vent, oxygen outlets, electric
solenoid oxygen with manual emergency bypass valve, oxygen indicator,
oxygen bottle storage, suction reservoir with disposable bags, tubing
and catheters, medical rail system for mounting medical equipment,
flowmeter and humidifier for primary patient, back up alarm, easy
access trash compartment, locking drug compartment, coaxial cable with
connector and power connections for mobile communication radios, first
aid kit. Vehicle solicited under these specifications is multiple
purpose, heavy duty use, to operate under varying altitude (300 to
5,000 meters above sea level) and climate conditions (cold, temperate
and hot) on asphalt roads, stone paved and dirt roads, and extreme dust
and moisture conditions on rugged terrain (up to a 10% slope). Routine
repair and maintenance kit basically composed of jack and handle lug
wrench, combination wrench set, slotted and Phillips head screwdrivers
set. Universal pliers. All items in a tool box. Drivers manual,
maintenance and repair shop manual (in Spanish) 2 copies of parts
catalog, fully describing all systems. Vehicle should be latest
available model, industrial, series produced, not earlier than 1996,
paint white. It should not contain any reconditioned parts or systems
and must, therefore, have manufacturers guaranty covering all parts and
pieces. Origin Geographic Code 000 (USA only). The requested vehicle
must be delivered to the FOB destination Arica, Chile inland point. Per
clause 52.247-39, we anticipate that the contractor will ship via ocean
transportation to an initial port of entry in Chile or Peru and
USAID/Bolivia will arrange for land transport via trucks or rail to
customs clearance facilities in La Paz, Bolivia. USAID/Bolivia will
arrange for duty free entry of goods and will make arrangements with
the designated local dealer for pre- delivery and final receipt,
inspection and acceptance by USAID/Bolivia. The contractor is
responsible for insuring the vehicel against any loss of and/or damage
to the goods for 120 days after their arrival in La Paz. Contractor's
local agent is required to be present for customs clearance and
inspection of the vehicle in La Paz. Price covers warranty service for
one year upon acceptance by USAID/Bolivia. Unit price covers shipment
to port of entry, insurance, pre delivery set up, etc. Price does not
include maintenance. Interested parties should submit via fax or
courier their quotations to the Contracting Officer. Award will be made
no earlier than fifteen (15) days after the cited closing date.
Complete and comprehensive product descriptions (including pictures)
must accompany quotations in order to be considered. Award will be
based on (1) meet or exceed all specifications, (2) best value to the
Government. USAID markings are applicable as per ADS 320.2.5.
