Boldig (619)532-2561; Contracting Officer, Tracy Boldig The U.S. Navy requires thirteen (13) tons/yr of Air Pollution Emission Reduction Credits (ERC) for Volatile Organic Compounds (VOC) and two (2) tons/yr of ERCs for Particulate Matter with an aerodynamic diameter less than or equal to a nominal 10 microns (PM10) to comply with permitting requirements at the Naval Air Station North Island, Coronado, CA under applicable laws respecting control and abatement of air pollution. Only ERCs banked with San Diego Air Pollution Control District (SDAPCD), pursuant to SDAPCD Rule 26, et seq, are eligible for transfer to the Navy for this purpose. Proof of ERC certification by SDAPCD is required. All ERCs shall be Class A, real and permanent reductions and transfer shall be accomplished within 60 days after the contract award date. A Pre-Proposal Conference will take place on November 20, 1996 at 1:00 PM in Bldg. #127 (Command Conference Room), Southwest Division, Naval Facilities Engineering Command, 1220 Pacific Hwy, San Diego, CA 92132.
