A -- ADVANCED TECHNOLOGY FOR SPACE-TIME ADAPTIVE PROCESSING MODELING SOL F30602-97-R-0003 POC Capt Anthony W Wann, Contract Specialist, Rome Laboratory/PKRZ, (315)330-7690; Edward Starczewski, Laboratory Program Manager, Rome Laboratory/OCSA, (315)330-7127. Program Duration - Thirty-six (36) months. The objective of this effort is to enhance the capabilities and performance of Rome Laboratory's Space Time Adaptive Processing/Algorithm Development Tool (RLSTAP/ADT). Several new capabilities will be added to the tool, including: advanced jammer models, jammer mitigation algorithms, tracking algorithms, and Synthetic Aperture Radar (SAR) modeling and processing algorithms. Performance of the RLSTAP/ADT will be enhanced in two ways: First, all legacy Fortran code will be converted to the C programming language; secondly, by optimizing the single processor version of the code and parallelizing time critical subroutines for execution on the Intel Paragon parallel architecture. The new capabilities will be focused towards providing the RLSTAP/ADT with the ability to model real world scenarios for operational airborne survelliance platforms. The performance enhancements will allow the RLSTAP/ADT to execute in a timely manner. The successful contractor may receive and/or generate technical data subject to export control in the performance of the contract. Therefore, prospective offerors must provide a completed and approved DD Form 2345 which certifies the offeror is on the Certified Contractors Access List (CCAL) or the offeror is seeking application to CCAL. Foreign participation is excluded at the Prime Contractor level. SECRET Facility Clearance and SECRET Safeguarding Capability Clearances will be required for performance. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors for this announcement. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
