COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 14,1996 PSA#1721Purchase Branch, Naval Air Station, Key West, FL 33040-9001 D -- TELECOMMUNICATIONS CONNECTIVITY FOR A COMMERCIAL SHARED CHANNEL
VERY SMALL APERTURE TERMINAL (VSAT) NETWORK SYSTEM TO REMOTE SITES IN
THE CARIBBEAN AND LATIN AMERICA Sol N00213-97-Q-0004. Due 010797.
Contact, Sonja Stake, 305/293/2378/Contracting Officer, Carolyn
Williams, 305/293-2223. Naval Air Station (NAS) Key West requires
communications services from several points in Latin America and the
Caribbean to Key West, FL. These services should support digital data
transmission exclusively (i.e., no voice or video) with Key West being
the hub for the network (i.e., all remote sites will communicate
directly to Key West but not each other). NAS Key West already has
robust Local Area Networks (LAN) connectivity within its facility. NAS
Key West network termination will consist of landline connectivity to
a provider Very Small Aperture Terminal (VSAT) earth station hub. The
VSAT provider executes the installation of the dishes at the remote
sites, provides the land connection between its own hubbing earth
station and NAS Key West, and can carry the data via TCP/IP protocols
at 56/64kbps throughput. The data field within the IP frame will be
encrypted by NAS Key West, while the TCP control and IP
originator/destination addressing fields will be unencrypted. NAS Key
West and the remote site personnel provide and will manage the
encryption devices. The provider would connect to the ethernet outputs
of the encryption devices at Key West and the remote sites and
transports the data on their VSAT network. Remote site dishes cannot
exceed 2.5 meters diameter. To `grow' the network with additional
remote sites only requires populating those additional sites with VSAT
dishes and interface equipment. Daily data volume between Key West and
any remote site will average 8-8 Mbytes with frame sizes not exceeding
1024 bytes. Initial quote should address connectivity between Key West
and Santo Domingo, Dominican Republic, then addition of Key West and
Willemstad, Curacao. Written requests for quotation will be issued. All
responsible small business sources may request an RFQ. All responsible
quotations from small business will be considered. Telephone and
facsimile requests for RFQ's are acceptable. Fax: 305-293-2247 ATTN:
Sonja Stake. Contract award will be based on the most advantageous
proposal (best value) to the Government and will include system
reliability, availability of service and spare parts, technical
expertise, ability to support a redundant hub, throughput capabilities,
and 5-10 life-cycle cost. Anticipated award date is 012997. Delivery
required within 90 days. See Note 1. (313) Loren Data Corp. http://www.ld.com (SYN# 0024 19961113\D-0002.SOL)
