be performed under these specifications consists of modifications to an
existing high bay area for construction of an anechoic and receiving
room adjacent to an existing reverberation and sound source room. This
construction will be primarily in Rooms 229 and 231 of Building 1208,
West Area, of the Langley Research Center. The Contractor shall
furnish all plant, equipment, tools, materials, labor and services
necessary for or incidental to a complete and finished job. The work to
be performed includes, but is not limited to, the following: A)
Demolition of mezzanine, restroom, stairwell, and 8-foot duct, B)
Installation of piles, pile caps, and support structure, C)
Construction of a reinforced concrete and structural steel anechoic
room in existing high bay area, Room 229, D) Modification to concrete
wall to install a test article support frame, E) Construction of a
restroom and exterior exit stairway, F) Provision of HVAC system, to
connect to a new air handler and provision of all controls for this new
system, G) Provision of power, lighting, fire alarm and communications,
H) Provision and installation of anechoic wedges in anechoic room, I)
Provision of wet pipe sprinkler system for anechoic room. Contract
duration 270 days. Estimated cost range between $500,000 and
$1,000,000. This proposed contract is 100 percent set-aside for small
business concerns. All responsible sources may submit a bid which will
be considered by the Agency. Bid opening is approximate. Solicitation
available approximately 11-27-96. An ombudsman has been appointed to
hear concerns from offerors, potential offerors, and contractors during
the preaward and postaward phases of this acquisition. The purpose of
the ombudsman is not to diminish the authority of the contracting
officer, the Source Evaluation Board, or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes. Before
consulting with any ombudsman, interested parties must try to resolve
their concerns with the contract specialist or the contracting officer.
