Coastal Systems Station (CSS), Dahlgren Division, NSWC, has the need for services to provide the necessary personnel, equipment, and material to conduct personnel transfers from and to CSS's boathouse and mine countermeasures ships operating in St. Andrew's bay and the Gulf of Mexico. The services requested will be on an on-call basis. The contractor will be provided with a weekly transfer schedule at least 24 hours in advance of the first transfer. The transfer vessel must be capable of carrying a minimum of 20 personnel at one time in an enclosed, climate controlled area. The transfer vessel must be coast guard certified to carry a minimum of 20 personnel at one time. The transfer vessel must be capable of safety conducting personnel transfer at sea winds up to 25 knots and seas up to 6 feet. The vessel must be at least 35 feet in length and no longer than 50 feet in length. The vessel must be capable of transit speed of at least fifteen knots and an operating radius of at least 25 miles. The transfer vessel will not provide berthing of messing facilities and there shall be no alcoholic beverages on board. Each transfer should take at least one hour.
