U.S. Army Corps of Engineers, New Orleans District, has a requirement
for ten barge mooring buoys fabricated of molded high density
closed-cell rigid urethane foam around a steel core, covered with a
layer of resilient, closed-cell filament reinforced elastomer skin.
Buoyancy characteristic requirements include (a) four to six feet
static height above water, (b) eight to thirteen feet safe working
depth, (c) 22,000 to 26,000 pound net buoyance, and (d) 230,000 pound
minimul pull-through working load. Each buoy shall be equipped with a
radar reflector designed for use aboard vessels under 65 feet long and
with a breakaway mooring post at the top side and lower anchor eye for
