POC C. Tom Weih, Contract Specialist, 757-864-3878. NASA LANGLEY
RESEARCH CENTER, Hampton, Virginia, plans to issue a Request For Offer
(RFO) (Internet access only) for 1-132- GHE.1447 O/A December 15,
1996, with a proposal due date approximately 45 days thereafter. The
contractor will be required to provide Force Measurement Support
Services (FMSS). FMSS consists of force transducer evaluation and
hardware design, force transducer fabrication, strain gage application,
force transducer calibration, force transducer installation and
troubleshooting, instrumentation repair, calibration and maintenance,
force transducer exigency requirements, force transducer and task
processing and record documentation, metrology and computer programming
and maintenance. The scope of the work is to provide daily operations
for Langley Research Center's Aerospace Research and Development
programs, through engineering design, drafting, instrumenting,
repairing, calibrating and completely evaluating existing force and
strain measuring instrumentation. The contractor must be prepared to
perform exigency requirements on a 24 hour, 7-day-week basis. Further,
the contractor will be required to maintain traceability to the
National Institute of Standards and Technology (NIST) for all
calibration laboratory standards including load cells, torque wrenches,
scales, analytical balances and bi-annual certification of all force
transducer calibration weights. Approximately 75 percent of the effort
will be performed on-site at NASA LaRC. A hybrid contract consisting
of a cost-plus-fixed-fee portion and a fixed-price portion is
contemplated with a total potential period of performance of 5 1/2
years, commencing April 1, 1997. The period of performance includes a
1-year initial period, four 1-year option periods, and six 1-month
option periods. It is anticipated that 100 percent of the work under
this contract will be accomplished under ''completion'' form of
contract as defined in paragraph 16.306 (d) (1) and (2) of the FAR, and
will be ''performanced-based'' with the contractor performing and being
evaluated against specific performance standards/metrics. The fixed
price portion of the contract will include instrumentation repair,
calibration and maintenance, and metrology. The cost reimbursement
portion will cover all other areas as listed above which will be
described in written ''performanced-based'' task orders signed by the
Contracting Officer. The exigency requirements will be issued via
verbal orders from the Government. Written task orders containing these
special requirements will be provided within 3 working days. The
procurement is a 100 percent small business set-aside. The SIC code for
the procurement is 8731 and the small business standard is 1,500
employees. Midrange Procurement Procedures will be used to process this
procurement as contained in NASA FAR Supplement Part 1871. A draft
Statement of Work for this procurement will be available approximately
November 15, 1996, and can be accessed, viewed and downloaded from the
NASA Langley Internet Procurement Home Page at http://db-www.larc.nasa.
gov/ procurement/home-page.html. All responsible sources may submit a
proposal which shall be considered by the Agency. An ombudsman has been
appointed to hear concerns from offerors, potential offerors, and
contractors during the preaward and postaward phases of this
acquisition. The purpose of the ombudsman is not to diminish the
authority of the Contracting Officer, the Source Evaluation Board, or
the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them. When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern. The ombudsman does not participate in the
evaluation of proposals, the source selection process, or the
adjudication of formal contract disputes. Before consulting with any
ombudsman, interested parties must try to resolve their concerns with
the contract specialist or the contracting officer. The LaRC Ombudsman
is Belinda Adams. Concerned parties may call Ms. Sandra S. Ray at
757-864-2428. DO NOT CALL THE OMBUDSMAN FOR SOLICITATION
REQUESTS/INFORMATION. FOR SOLICITATION REQUESTS/INFORMATION, CONTACT
THE POINT OF CONTACT (POC) LISTED AT THE BEGINNING OF THIS SYNOPSIS.
Concerns, issues, disagreements, and recommendations which cannot be
resolved by the installation point of contact or the ombudsman may be
referred to the NASA Agency ombudsman Tom Luedtke at 202-358-2090.
