RISKS FROM UNCONTROLLED HAZARDOUS WASTE SITES Provide scientific
support to evaluate the effects of hazardous substance releases from
uncontrolled waste sites as they relate to the resources and habitats
of interest to NOAA and to develop plans for resource protection and
restoration. The requirement is divided into four categories of task.
1) Evaluate the potential for injury to NOAA resources from hazardous
substance releases. This task will require reviewing historical site
files, evaluating data collected during hazardous waste site
investigations, conducting site visits, and evaluating other literature
that relates to contaminants, habitats, and species that may be
affected by a release. 2) Conduct field survey of hazardous substances
releases to document the extent of contamination in habitats and
organisms of interest to NOAA. NOAA will identify the sites where these
investigations will be conducted. Specific field studies may require
sampling. 3) Support environmental assessments of potential injuries to
natural resources for which NOAA acts as a trustee or co-trustee
resulting from releases of hazardous substances. These surveys assist
NOAA in evaluating appropriate remedial actions and reaching
settlements. 4) Support the maintenance and application of NOAA's
sediment chemistry and toxicity database. This database system has
three general applications: a) as an integral component of NOAA's Waste
Site Watershed Projects, b) to explore innovative approaches for
evaluating sediment chemistry and toxicity and develop new guidelines
for screening sediments in support of risk assessments, and c) in
support of evaluations of risk to NOAA resources at specific priority
waste sites of concern to NOAA. The deliverable items will consist of
status and task reports as required by the Statement of Work. The
period of performance shall begin July 1, 1997 and continue for 12
months. There will be four one-year options. All responsible sources
