Engineers, has a competitive requirement, f.o.b. destination, for all
labor, material, equipment, vessels, and administration for operation
and maintenance of wildlife habitat of McNary, Ice Harbor, Lower
Monumental, Little Goose, Lower Granite, and Dworshak Projects in
northeastern Oregon, southeastern Washington, and northern Idaho.
Requirements consist of a basic year and four option years. Option
years may be awarded at the discretion of the Government. Scope of work
includes, but is not limited to, mowing, field cultivation, crop
planting, irrigation application and system repair, chemical weed
control, nesting structure construction, fence construction, litter
collection, tree and shrub planting, and prescribed burning. Some
remote areas are not accessible by road and will require vessel
transportation. Proposals will be evaluated on criteria indicated in
the solicitation. A tentative listing of the main factors and
subfactors are listed below in descending order of importance: A.
Technical Expertise, 1) knowledge of noxious weeds and control methods,
2) knowledge of irrigation equipment and practices, 3) knowledge of
agricultural practices, 4) logistics and equipment; B. Administration,
1) Quality control, 2) Organization and staff, 3) Staff experience, 4)
Safety and security; C. Corporate experience, 1) Successfully completed
contracts over $25,000 of a similar nature, 2) Successfully completed
service contracts over $25,000 of a general nature. Price or cost to
the Government will be evaluated independently from technical factors.
Procurement 100 percent set-aside for small business concerns. Under
Standard Industrial Classification (SIC) code 8999, a small business
concern's average annual receipts for the preceding 3 fiscal years must
not exceed $5 million. Based on the best value to the Government,
acquisition may be awarded as: 1) two contracts to one contractor, 2)
one contract to one contractor, or 3) two contracts to two contractors.
This is not a request for proposal, but notice that a solicitation will
be issued for this requirement. Non-refundable payment of $45.00 (forty
five) for plans and specifications to accompany request for
solicitation. Checks shall be payable to: FAO, USAED, Portland.
Requests for solicitation package shall also include company name,
street address, telephone and fax numbers, point of contact and
business size status. Solicitation package requests shall be addressed
