The Naval Sea Systems Command intends to issue a sole source contract to Bollinger Shipyards, Inc., Lockport, LA, to build the last ship of the CYCLONE Class Patrol Coastal ships, PC-14, plus modifications and alterations including those incorporated on existing ships and others that are planned. Bollinger retains the proprietary rights to the design data, possesses the technical skills and production facilities to manufacture this ship and is therefore the only source capable of meeting this requirement. An award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. See Note 22. (0359)
