FACILITY REHABILITATION AND RENOVATION PROJECTS IN GERMANY SOL

facsimile (703) 875-6292. The U.S. Department of State, Office of
Foreign Buildings Operations, is seeking one or more qualified
architectural/engineering (A/E) firms to provide design services
relative to the relocation of the U.S. embassy from Bonn to Berlin,
Germany and the establishment of a Regional Support Center in
Frankfurt, Germany. Potential projects include, but are not limited to,
the renovation of existing residences; office buildings; and warehouse,
shop and maintenance facilities. The estimated construction costs of
these projects range from approximately $800,000.00 to over $10
million. Each firm selected shall be awarded a firm-fixed price
contract to perform the design services for one or more of these
projects. The estimated start of design is March 1997. Services shall
include the following disciplines: architectural, structural,
mechanical, electrical, physical security, interior design and space
planning, and the management and coordination of these disciplines. The
projects shall be designed in metric units. Construction documents
shall be submitted with AutoCadd R11 or 12 files in DOS format. The
construction documents shall specify DIN standards in German and
English. Only firms with design experience within the last five years
in Germany and familiarity with applicable German laws, codes and
standards will be considered for award. Firms satisfying the foregoing
criteria, which respond to this announcement on or before the closing
date, will be considered for selection using the following evaluation
crtierai -- 100 points maximum: (a) Professional qualifications
necessary for satisfactory performance of required services -- 25
points; (b) Specialized experience and technical competence in facility
rehabilitation projects involving multiple disciplines, e.g.,
architectural, mechanical, structural, electrical, and physical
security in office buildings; single family residences; and warehouse,
shop and maintenance facilities. Provide back up data for no more than
five recent projects, including those performed in Germany -- 25
points; (c) Previous record of performing contracts with Government
agencies and private industry on schedule; coordinating
multi-discipline efforts, either in-house or with consultants; and
providing effective cost and quality control. Although previous
performance of a similar U.S. Government contract is not a requirement,
if such contracts have been performed, the contractor must have
satisfactorily performed said contracts. Briefly describe internal
quality assurance, coordination, schedule and cost control procedures
and indicate effectiveness by listing the construction budgets,
construction contract award amounts, and construction change order
rates, in tabular form, for five recent projects -- 25 points; (d)
Existence of an operating design office in Germany -- 15 points; and
(e) Demonstrated success in prescribing the use of recovered materials
and achieving waste reduction and energy efficiency in facility design
-- 10 points. Separate statements must be provided in response to each
of the foregoing criteria. For each project, identified in the
responses to evaluation criteria b and c above, provide the name,
address and current telephone number of a client representative and
identify which members of the proposed design team participated in the
project. A/E Firms which meet the requirements of this solicitation
are invited to submit two copies of Standard Form 254,
Architecture-Engineer and Related Services Questionnaire, and two
copies of Standard Form 255, Architect-Engineer and Related Services
Questionnaire for Specific Project. All submittals must be received by
