has a requirement for a senior air quality scientist to serve as
co-leader of the North American Research Strategy for Tropospheric
Ozone (NARSTO) Synthesis Team, participate in the writing, and
facilitate the production of the NARSTO State-of-Science Assessment
Report. NARSTO is a 10-year research program to improve the basic
science and understanding of the urban/regional ozone problem, and to
develop tools and methods to use for its assessment and for mitigation
strategies. One of the principal goals of NARSTO is to develop a
state-of-science assessment for tropospheric ozone by 1998. The major
components of the NARSTO state-of-science assessment have been decided
upon by the NARSTO Analysis and Assessment Team and ratified by the
Science and Resource Planning Group. The components include 15 critical
review papers, to be submitted for journal publication, on specific
aspects of tropospheric ozone science. It also includes an Assessment
Report, written by theNARSTO Synthesis Team, that will integrate the
scientific information contained in the critical reviews toward
addressing the overarching NARSTO policy and science assessment
questions. This report will synthesize the information contained in the
set of Critical Review papers and summarize how the present body of
tropospheric ozone science is able to address the key ozone air quality
management and policy issues facing the U.S., Canada, and Mexico today.
The NARSTO Synthesis Team is composed of about 10 senior air quality
scientists and policy analysts from the U.S., Canada, and Mexico,
representing government, academic, and private sector interests. The
Synthesis Team will be responsible for refining the particular policy
and science questions that the Assessment Report will address. It will
also produce a detailed outline of the Assessment Report, conduct
several writing Workshops to help produce a draft report, and revise
the report based upon comments received during the review process. The
contractor shall be required to provide strong leadership and
direction to the Synthesis Team. The contractor shall be responsible
for communicating with team members, setting up teleconferences and
face-to-face meetings with Team members, coordinating responsibilities
among Team members toward producing the Assessment Report, and
communicating progress of the Team to the NARSTO leadership, including
the Management Coordinator and Analysis and Assessment Team leaders.
At least 3 meeting of the Synthesis Team are expected to occur during
1997, including a winter meeting for discussion of policy issues, and
summer and fall writing workshops to help produce the initial draft of
the Assessment Report. The Synthesis Team will be expected to attend
the fall 1997 NARSTO Science Symposium, at which the Critical Review
papers will be formally presented. A final meeting of the Synthesis
Team in 1998 will coordinate revisions for the third draft of the
report to be reviewed by the National Academy of Sciences. Specific
qualificationrequirements for the work to be performed are as follows:
(1) be a well-established ozone air quality scientist who is
knowledgeable of all relevant aspects of tropospheric ozone science,
including ambient air instrumental methods, monitoring, observations,
filed studies, atmospheric chemical and meteorological processes and
modeling, and source emissions estimates from anthropogenic and
biogenic sources, (2) have had experience in bringing current science
to bear on significant policy issues in air quality management and
articulating the relevant science concepts to a policy audience (3)
have demonstrated leadership skills appropriate to leading a team such
as the NARSTO Synthesis Team composed of persons with
interdisciplinary knowledge, (4) be unbiased in reviewing the current
state-of-science, and (5) have had previous experience in assessing the
state-of-science in tropospheric ozone, including serving on the
National Academy of Sciences Committee on Tropospheric Ozone Formation
and Measurement which produced the 1991 assessment report "Rethinking
the Ozone Problem in Urban and Regional Air Pollution." To fulfill
this requirements means that the contractor must be at the top of
his/her field, respected by colleagues internationally for his/her
scientific and leadership skills in the tropospheric ozone field, and
able to integrate policy and science issues in a clear and meaningful
manner. The solicitation will be issued approximately 1/21/97, and
proposals will be due approximately 2/4/97. Interested parties may
