qualifications and proposal data (collectively referred to as the
"Proposal") from interested U.S. firms which are qualified on the basis
of experience and capability to provide technical assistance for the
Santiago Decontamination Plan. In anticipation of the January 1, 1997
deadline to meet new air quality standards, the National Environmental
Commission-Metropolitan Region (CONAMA-RM) of Chile has developed a
series of decontamination plans for the Santiago region. Because
Santiago was officially declared an air pollutant saturated zone for
particulate matter, PM10, Carbon Monoxide (CO) and ozone in 1996,
CONAMA-RM is required by law to implement control measures that will
reduce the concentration of contaminants. Control measures will center
on PM10, NOx and VOC sources. CONAMA currently has no emissions limits
for NOx, VOC or CO from point sources. Such limits are to be developed
and implemented over the next year. CONAMA-RM officials have taken
initial measures to develop air pollution control in the Santiago
region. These measures include the development of an accurate air
dispersion model and the incorporation of new EPA diesel standards into
CONAMA RM's regulatory framework. In addition to these initial
measures, CONAMA-RM is very interested in receiving U.S. input on
further air quality control measures because of the leadership role the
United States has played in developing control measures for the target
pollutants. The objectives of the technical assistance are: Evaluate
available emissions inventories for point sources in the Santiago
region and rank order the PM10, NOx, VOC, and CO contribution of each
source type; Identify the universe of control strategies, including an
emissions trading component, applicable to each major point source in
Santiago and subdivide the source categories to a level of detail that
addresses the significant variables in the device population (eg., age,
fuel type, existing controls, retrofitability, remaining useful life);
Review and provide recommendations to CONAMA-RM on draft emissions
standards and control measures for fuels, mobile sources and stationary
sources prepared by CONAMA-RM for the Decontamination Plan; Provide
CONAMA-RM with a range of equipment options that can meet different
levels of control (high, medium, and low); Provide the estimated
pollutant control cost effectiveness ($/ton) of those equipment options
that can meet different levels of control (high, medium, low);
Recommend specific levels of control and recommend specific
technologies, including specific make and model, capable of achieving
control level; Local model facilities in the Santiago area, if
possible, that are using these recommended control technologies;
Evaluate existing point source emission limit compliance enforcement
strategies and emission control approaches from the perspective of
having strategies in place that encourage or force emission reductions
over the mid-to-long term; Evaluate and recommend monitoring and
enforcement procedures necessary to ensure compliance with recommended
point source emissions limits. The detailed Terms of Reference for the
Technical Assistance are available in the RFP. The U.S. firm selected
will be paid in U.S. dollars from a $200,000 grant to the Grantee from
the U.S. Trade and Development Agency (TDA). A detailed Request for
Proposals (RFP), which includes requirements for the Proposal, the
Terms of Reference, and a background definitional mission report are
available from TDA, at Room 309, SA-16, Washington, D.C. 20523-1602.
Requests for the RFP should be faxed to the IRC, TDA at 703-875-4009.
In the fax, please include your firm's name, contact person, address,
and telephone number. Some firms have found that RFP materials sent by
U.S. mail do not reach them in time for preparation of an adequate
response. Firms that want TDA to use an overnight delivery service
should include the name of the delivery service and your firm's account
number in the request for the RFP. Firms that want to send a courier to
TDA to retrieve the RFP should allow one hour after faxing the request
to TDA before scheduling a pick-up. Please note that no telephone
requests for the RFP will be honored. Please check your internal fax
verification receipt. Due to the large number of RFP requests, TDA
cannot respond to requests for fax verification. Requests for RFPs
received before 4:00 PM will be mailed the same day. Requests received
after 4:00 PM will be mailed the following day. Please check with your
courier and/or mail room before calling TDA. Only U.S. firms and
individuals may bid on this TDA financed activity. Interested firms,
their subcontractors and employees of all participants must qualify
under TDA's nationality requirements as of the due date for submission
of qualifications and proposals and, if selected to carry out the
TDA-financed activity, must continue to meet such requirements
