U.S. Army Medical Research Acquisition Activity previously announced in
the Commerce Business the interest in obtaining proposals for the
conduct of research in the area of Persian Gulf War Illness. (see CBD
Issue PSA #1738, dated December 10, 196). This previous Department of
Defense announcement, which solicited research proposals on Persian
Gulf War Illnesses research, is expanded to include two additional
topics: (1) causal relationships between illnesses and symptoms among
Gulf War veterans ad possible exposures to hazardous material; chemical
warfare agents; stress; potentially hazardous combinations of
inoculations (ie, anthrax and botulinum toxin) and investigational new
drugs (ie, pyridostigmine bromide) during military service in the
Southwest Asia theater of operations during the Persian Gulf War, and
(2) studies of historical war syndromes, including investigation of
factors which create a conflence of cognitive, emotional and physical
factors to produce chronic, non-specific symptoms and physiological
outcomes (e.g., neurologic, immunologic and endocrine responses). Large
scale epidemiological studies must include provisions for scientific
and pblic advisory committees as recommended by the Presidential
Advisory Committee on Gulf War Veterans' Illnesses and Persian Gulf
Veterans Coordinating Board. Approximately $9.5 M in additional funding
is available only to principal investigators and institutions
independent of the Federal Government in accordance with the provisions
of the Byrd Amendment. Proposals should be submitted in accordance with
