Hostetter, 407/380-4092 This is a sources sought synopsis for
Contractor Instruction, Maintenance and Training Support (CIMTS)
Services for the Strategic Sealift Cargo Offload and Discharge Systems
(COLDS) at EWTGPAC Coronado, CA; PHIBCB TWO Little Creek, VA; and US
Army Provisional Causeway Company Fort Eustis, VA. The Contractor will
be required to provide instructional, operational, maintenance and
training support services for government students using government
furnished materials and methodologies to produce a graduate who
satisfies the Strategic Sealift COLDS mission. Contractor shall be
responsible for instructional services for approximately 25 courses
associated with Strategic Sealift COLDS. Instruction will include,
operation, maintenance and training support in areas of Elevated
Causeway System (Modular), Elevated Causeway System (Navy Lighterage),
Barge Ferry Coxswain, Barge Ferry Pilot, Barge Ferry Engineer,
Side-Loadable Warping Tug Intermediate Level Maintenance,
Roll-On/Roll-Off Discharge Facility, Amphibious Assault Bulk Fuel
System, Offshore Petroleum Discharge System (OPDS) Officer in Charge,
OPDS SLWT Operations Technician, OPDS Beach Termination Unit
Technician, OPDS Single Anchor Leg Moor Technician, OPDS Utility Boat
Coxswain, OPDS Utility Boat Operations Technician, OPDS Utility Boat
Engineer and Intermediate Level Maintenance Technician, OPDS SLWT
Outfitting, and other areas associated with Strategic Sealift COLDS as
required by the Government. The Contractor will be required to provide
government students with formal classroom training on-shore, followed
by underway, hands-on training in support of COLDS. Instructors must
have completed the 4-week Navy instructor training course or equivalent
and have at least 8 years experience on the equipment as an operator,
maintainer or installer. At least 3 years of this experience must have
been as OIC, AOIC, crew leader, or supervisor. Instructors must pass
written and performance test on the installation, operation,
maintenance and/or retrieval of the equipment/system/sub-system with a
score of 80% or higher for each course teaching. Instructors must have
participated in at least two COLDS operational or training exercises as
a member of a crew during the installation, operation and/or retrieval
of COLDS systems within the past 5 years. Instructional services
require instructors be direct employees of prime contractor. Contractor
shall be responsible for the operation and maintenance of all training
equipment, training support equipment, operational equipment, and
operational support equipment associated with the above courses.
Maintenance responsibility includes preventive and corrective
maintenance ("O" & "I" Level). Barge Ferry and OPDS operator personnel
must be certified Barge Ferry Coxswain or Pilot with at least 8 years
experience. Maintenance personnel must have at least 8 years
experience repairing and managing the overhaul of military marine small
craft diesel engines, to include, Cummins, Continental, Perkins,
Kohler, Detroit, and John Deere; marineelectrical; and marine
hydraulics. Contractor shall be responsible for training support
services, to include administration, operation and maintenance of
technical publication libraries, students scheduling and management,
building security, supply and fiscal functions, and other training
support services required by the Government. Training support personnel
must have at least 8 years experience managing and providing parts
support to a large marine organization utilizing the Navy supply system
(3-M) and have a current HAZMAT/HAZWASTE managers certificate. On-site
management team leader must have at least 8 years experience as a
general manager, managing a multi-disciplined team of instructors,
maintenance personnel, students, facilities and equipment. Contractor
will be required to provide COLDS subject matter expert personnel to
participate in Strategic Sealift COLDS meetings, conferences, training
and operational exercises, R&D efforts, proto-type testing, test beds
and other efforts required by the Government. Contractor personnel
must be certified as Navy second class swimmers or equivalent. The
reference number for this action is N61339-97-R-0020. The applicable
SIC Code is 8711 (size standard $20M), FSC J069. Interested sources
shall provide information concerning their size, interest as a prime or
subcontractor and provide documentation identifying capabilities to
meet these requirements by: (1) providing a plan which demonstrates
their ability to staff the requirement with fully qualified personnel;
(2) providing evidence of satisfactorily conducting instructional,
operational, maintenance and training support services in a military
training environment within the past five year period; and (3)
discussing their overall management experience/approach of similar
programs. This information must be provided no later than 14 February
1997. This announcement does not constitute a request for proposals.
The Government reserves the right to offer this requirement to the SBA
