Department of Commerce/NOAA intends to negotiate on a sole source basis with Auto Graphics, Inc. 63 Millpond, North Andover, Massachusetts 01845, for the purchase of a windows-based version of the National Trade Data Bank Software Design (NTDB). The period of performance is for one (1) base year with two (2) one year options. This windows-based software will be utilized for developing the interface or the part of the program the user sees on the screen and interacts with. Residing in the background is a second program called inquery that performs the role of information storehouse and server to the interface program. The inquery database is the same as the Internet version of the NTDB now operating on the STAT-USA/Internet Service. All of the information found on the NTDB should be searched for using any of the four methods: basic, structured, freeform, and "browse by program". Interested vendors are requested to submit documentation and pricing that substantiates their ability to meet the stated requirement. No solicitation document exists, requests for such a document will be considered non-responsive. No telephonic requests will be honored, written responses only. If a solicitation is issued, a second synopsis will not be published. If no affirmative responses are received within 15 days of publication of this notice, the Government intends to proceed with negotiations with Auto Graphics in accordance with procedures in FAR Part 12.
