Contracting Officer. The government intends to procure on a sole source
basis with Antcon Corp software services to update the JFLEX Prototype
in support of NRaD Research into plan representation, plan execution
monitoring and localized plan repair techniques in accordance with
attached detailed statement of work. The DD254 PO- security clearance
and CDRL 1423 are available upon request. 1.0 Introduction: The Naval
Command Control and Ocean Surveillance Center (NCCOSC), Research
Development, Test and Evaluation Division (NRaD) is conducting research
in Plan Execution Monitoring and localized Plan Repair. It has been
observed there is a need to provide force levelexecution monitoring
capability to disbursed commands to improve response to plan problems
as they develop and to facilitate localized repair. As part of the
tasking, NRaD has developed a prototype, Joint Force Level Execution
Aid (JFLEX), that implements the exploratory research coming out of
this ONR task. The prototype provides a distributed architecture over
a TCP/IP network connection. This tool has broad application across
mission areas such as electronic battlespace management. Currently the
system allows for plan monitoring which indicates when a problem is
occurring but does not easily allow the plan to be repaired. Continued
research is being conducted to address this shortcoming. 2.0 Scope:
This purchase order addresses the system and software engineerng
efforts required to update the JFLEX prototype in support of NRaD
research into plan representation, plan execution monitoring, and
localized plan repair techniques. 3.0: Technical Requirements: The
contractor shall perform the following subtasks: 3.1: The contractor
shall update all JFLEX user interfaces to interact with the Execution
Server and the Appraisal Server in support of the new modular server
architecture currently being developed. 3.2 The contractor shall
enhance the Plan Monitor module to facilitate audit trail browsing. 4.0
Government Furnished Property: Access to NraD Sunrise Laboratory,
Bldg.600, Room 442 which includes SPARCStation 20 and TAC-3
workstations. NRaD will provide access to required existing and
developmental documentation relating to the developing JFLEX prototype.
5.0 Travel: One trip to the Washington, D.C. area is authorized in
order to support sponsor reviews and to coordinate this effort with
other participating contractors. 6.0 Other: 6.1 Security Clearance:
Secret clearance is required for assigned personnel. 6.2 Place of
Performance: NRaD, Bldg. 600, Room 442 and the contractor's facilities.
6.3 Inspection and Acceptance: Technical review, inspection and
acceptance of contractor services are provided by Jeff Herman, NRaD
Code 44207, Bldg 600, Room 422A, extension 33802. 6.4 Period of
performance: Period of performance ends 30 May 1997. "No RFQ will be
prepared or made available for distribution. Award will be based on
evaluation of responsive, responsible quotations received in response
to this CBD advertisement. Competitive awards may be based on the
evaluation criteria stipulated in NRaD Blue Ribbon Vendor Program
(BRVP) provisions or the Red, Yellow, Green (RYG) Contractor Evaluation
