Service intends to issue a purchase order to Silton Bookman Systems,
Inc for the following software: One (1) each Registrar for Windows, 10
Concurrent User License, Requirement Tracking Option, Personal
Registrar Customer Care Plan for Personal Registrar and Call Registrar
Option. The software will provide the following capabilities: (1) The
software must allow automated storage of class registration
information for at least 9,000 employees. (2) The software must allow
automated searching for and sorting of registration information
according to the following criteria: course name and/or number,
functional organization, class dates, employee identification number,
training priority, course prerequisites, and any other course related
data. (3) The software must provide the capability for building courses
and classes by establishing a record of general course descriptions
details and specific details of individual classes. (4) The software
must provide an automated class calendar feature. (5) By calling the
designated telephone number and interacting with the voice response
unit, customers must be able to register for the class of their choice
without use of paper or electronic mail. (6) The software must provide
the capability for registration of students in specific classes.
Actions included in registration are receipt and processing of
applications; confirmation of receipt of applications; systemic
consideration of training priorities, as established by a stand alone
system, and course prequisites; notification of status to successful
applicants placed on a wait list; and unsuccessful applicants; placing
applicants on wait list; association of records of successful
applicants with specific class records; and creation and delivery of
reporting instructions. (7) Customers must be able to register
electronically from their computer work stations for classes offered in
Internal Revenue Service Headquarters. (8) Customers must be able to
call a designated telephone number and interact with a voice response
unit which will allow them direct access to specific information about
our class schedule. (9) The software must provide the option of
customizing the voice response unit registration module. (10) The
software must have the capability for templates of customized
correspondence to class applicants, and must provide the ability to
send such correspondence by electronic mail. Standardization of all
responses must be possible. (11) The software must be able to generate
reports, some of which are currently being created on stand alone
systems. (12) The software must be able to interface with current
systems, including the Internal Revenue Service corporate-mandated
Automated Corporate Education System. (13) The ability to customize the
software package must be available. The vendor must provide the
following written materials: (1) The software must be complete with
user manuals and system documentation. The following services are
required in connection with delivery of the software and written
materials: (1) On-site assistance with installation of the software
must be provided for a one time basis without additional cost. (2)
Telephone technical support must be available for a period one (1) year
without additional cost, and that technical support must continue to be
available beyond the initial period at the discretion of the Internal
Revenue Service. All responsible sources who can provide the above
requirements shall submit written quotations by February 6, 1997, 2:00
p.m. est., and must be technically acceptable to the government. No
solicitation will be issued, therefore, such request for solicitation
will be considered non responsive. Evaluation/Award will be based on
the technically acceptable responses offering the lowest overall cost
to the government. All quotes shall include price(s); FOB point; a poc;
(name and telephone numbers); GSA contract number if applicable;
delivery date; business size and payment terms. Quotes over 10 pages in
total will not be accepted by facsimile. All questionsmust be submitted
in writing and received by facsimile (202/283-1515) or mail. If no
affirmative responses are received, the award will be made to Silton
