ONLY-NO SOLICITATION EXISTS. This market survey is being conducted in
order to determine the commercial availability of an integrated voice
response and voice mail system for the AFROTC Scholarship Division
within HQ ROTC, Maxwell AFB, AL. This system will be used to manage the
incoming calls requesting status of scholarship applications. This
system shall meet all the General Specifications identified within this
Request for Information synopsis. The system shall give a greeting
message to the caller followed by a series of menu options. Must be
able to recognize SSN entered by caller and then retrieve information
from applicant database running off an ODBC data base working in a
Microsoft Windows environment. The data to be retrieved is as follows:
application has been received, applicant status -- eligible, inactive,
not selected; reason for inactive status -- categorized by code,
interview form received or not received, date the applicant is
scheduled to meet selection board, date board results scheduled for
release, and type of scholarship awarded and academic major. Must have
capability to receive the request and send fax of information
concerning scholarships, subsidies, etc. (fax back capability). Should
include option to "bail out" of system and call is routed to
technicians' phones. If busy, call falls into queue for a given
technician. If busy, call routed to technician's voice mail. Terminate
call with message. System configuration requirements are as follows:
shall be compatible with present AT&T 3100 series phone system,
capability to expand from 12 to 350 user mailboxes, 8 ports, accomodate
from 15-30 callers at one time, send message to technician mail box
with optional fax back feature, contractor maintainability (hardware
and software). Included in this proposal shall be the option for system
maintenance, and compatibility with present information systems -- PC
based systems (486DX 100, Windows for Workgroups over Windows NT LAN).
Those firms who are interested in being considered in this market
survey or as a source for this acquisistion must submit literature
describing their capabilities. In order to be considered a potential
source, interested parties must submit clear and convincing
documentation to support the following: (1) is the item commercially
available in the commercial marketplace? (2) Does the item require
modification in order to meet the goverment's requirement? If so,
provide your customary practices regarding customizing, modifying, or
tailoring of items to meet the government's needs. (3) Is the item used
exclusively for government purposes? (4) Is the product a foreign
manufactured product? (50 Identify business size. (6) provide a list of
potential suppliers. (7) Are the items available under existing
government contracts? (8) Best price offered and ordering information.
The documentation shall include prices, GSA contract number (if
applicable), and descriptive literature containing sufficient technical
documentation to establish a bona fide capability to meet this
requirement. Only written responses will be considered. As aresult of
analyzing responses to this synopsis, the contracting officer may
determine that a solicitation will be issued. Verbal communications
will not be considered. Responding firms shall indicate whether or not
they are a small or small disadvantaged business concern. For the
purpose of this requirement any concern employing 500 or less employees
is considered a small business. Solicitation Number: F01600-97-RA012.
The Standard Industrial Classification Code for this procurement is
5065. Documentation submitted shall provide sufficient detail to enable
our technical personnel to perform an evaluation. All pertinent
information shall be received in this office within 15 days after
publication of this notice. Your interest in this announcement is
strictly voluntary. Please be advise that all costs/expenses associated
with this effort will not be reimbursed by the government. All
