synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
F04700-97-T-1473. This is Request for Quotation. The solicitation
document and incorporated provisions and clauses are those in effect
through FAC 90-42 and DAC 91-11. This acquisition is 100% small
business set asidea100% small business set aside. Standard industrial
classification code: 3531. Small Business Size Standard: 750. The
acquisition includes Contract Line Item Number(s): 0001, 1 each,
trencher IAW attached minimum salient characteristics. 0002, 1 each,
trailer, IAW attached minimum salient characteristics. For delivery to
Base Supply Officer, 120 N. Wolfe Ave, Edwards AFB CA 93524-5350.
Minimum salient characteristics: 0001: This equipment is heavy-duty,
industrial, lattice-type, center-line trencher. The unit is capable of
trenching through decomposed granite and hard-pan dirt without strain
to the transmission or engine.This equipment with the three
attachments is to be used to trench and install telecommunications
cables up to 60 inches deep in all types of terrain. Back hoe
attachment will be used to dig up existing buried telecommunications
cable. Back fill blade will be used to cover newly installed
telecommunications cable. Trenching blade attachment will be used to
trench up to 60 inches deep to install new telecommunications cable in
the ground. The trencher must be a 4-wheel drive, with 2-wheel
steering to traverse rugged terrain. The wheel base must be at least 65
inches and length at least 100 inches to allow its use with a 200-inch
trailer already in place with stinger and backhoe lying open. The
trencher must have 12 inches or higher ground clearance to accommodate
uneven terrain and rocks. The trencher must have at least a 4-cylinder
engine with enough horse power to trench through decomposed granite and
frozen dirt without losing speed or losing power. High-low type forward
speed range and 1 speed reverse for desert use. Must have hand operated
parking brake for stability on incline. Creep speed 0-45 feet per
minute with no loss in torque, for speed in trenching long distances.
Must have at least two post roll over protective structure. Must have
remote back fill lift and speed/direction control for back hoe
attachment to enable driver to control attachment from remote location.
Tires and wheels must be flotation type for traction on desert sand.
Trencher drive must have 4 speeds with reverse for control in
landscaped areas. Must be capable of accommodating future additions of
an earth saw and a vibratory plow. Back fill blade attachment:
Flexible (not rigid). Standard: 6-way hydraulic lift, angle, and tilt.
Must be capable of left or right crab steer, and up and down tilt for
better maneuverability in congested area. Center-line trenching
attachment: Trench depth up to 60 inches. Trench Width-with standard
chain up to 18 inches to fit two 8 inch conduits side by side. Spoil
discharge reach at least 30 inches to dispose of desert sand away from
trench. Back hoe attachment : Must have hydraulic stabilizers and
walkway front mounts for added safety. Must have two heavy duty bucket
assemblies, one narrow for work in landscaped area, and one wide for
desert digging in wide area. Must have remote engine control for back
hoe attachment for remote driver control. Bucket cylinder must have at
least 4500 lbf. to dig into frozen ground and extremely hard dirt.
0002. Beavertail trailer with electric brakes. Tires and wheels must be
capable of supporting heavy duty trencher and be capable of highway
transportation at speeds up to 55mph. Electric hand control for use in
sub zero temperatures. Wet cell battery to operate electric hand
control. Chain to secure trencher to trailer under normal highway
conditions. Heavy duty chain binder strong enough to secure chain
around trencher. Maximum bed width 96 inches to travel on highways and
smaller roads. Minimum ramp width 18 inches to accommodate large
tires. 2 axles for strength to support trencher. Tag-a-long tongue for
proper clearance when performing left or right turns. 12 volt electric
brakes with breakaway switch and battery box for safety. Tie down
formed steel bar welded to frame for strength in desert conditions. Tie
down points available for tying down cargo. Tongue jack with foot pad
to support trailer with trencher loaded on it. FAR provision 52.212-1,
