Notice of Contract Action -- The Electronic Systems Center (ESC) of
the Air Force Materiel Command (AFMC) intends to award a Fixed Price
contract to integrate Time Slot Reallocation (TSR) into the Joint
Tactical Information Distribution System (JTIDS) Class 2 Terminal's
Network Interface Computer Program (NICP). The effort will consist of:
(a) modifying the latest JTIDS Class 2 Terminal's NICP to implement
TSR functionality (b) removing the current TSR functionality from the
Navy Air and Ship Subscriber Interface Computer Programs (SICP) and
replacing the functionality with input and output interface functions
for the NICP based TSR function. The period of performance for the
contract is approximately 18 months. It is the intention of the
Government to award a sole-source contract to GEC-Marconi Electronic
Systems Corporation, 150 Totowa Rd., Wayne, NJ 07470. The authority for
negotiations is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1,
only one responsible source. The Government intends to award a contract
by March 1997. However, if a firm believes it is capable of performing
the Government's requirements they may identify their interest and
capability to meet the following screening criteria within 15 calendar
days of this publication to ESC/TGK Attn: Capt Michelle Foster, 11
Eglin St, Hanscom AFB, MA 01731-2120. Firms must meet the following
criteria: (a) Possess appropriate management, engineering and technical
experience in all areas listed in this announcement to conduct the
program without significant technical, schedule, performance, or cost
risk (b) Prospective sources must discuss demonstrated detailed
knowledge and experience in the following areas: (1) Have prior JTIDS
experience, and a proven capability to develop and integrate
operational software for JTIDS Class 2 terminals (2) Have familiarity
with the SICP interface designs for every configuration of the JTIDS
Class 2 and 2H Terminal and with the SIPG interface design of the US
Army's Class 2M Terminal (3) Have demonstrated proficiency in JTIDS
terminal testing to ensure no adverse impacts on existing functionality
or backwards compatibility of existing JTIDS terminal configurations.
Respondents must fully discuss their ability to meet these criteria.
