This contract is for ADP and technical support to maintain the automated pay and personnel field reporting system for the Bureau of Naval Personnel. This unique-source extension is justified because the existing support effort is continuous and builds upon previous work in such a manner that it is not possible to introduce a new contractor without incurring prohibitive cost duplication and time delays.
