Environmental Protection Agency (EPA) In Atlanta, GA has a policy aimed
at improving air quality and reducing traffic congestion by offering
employees incentives to commute to and from work using public
transportation. A transit benefit program can only be successful if it
results in changes to employee's current commuting patterns and
increases reliance on public transportation. Federal Agency
participation in specific transit benefit programs is authorized by
Public Law 103-172. The Metropolitan Atlanta Rapid Transit Authority
(MARTA) has a fare media program that includes virtually all
transportation providers in the Atlanta GA area. The MARTA issues
"Transcards" which may be purchased directly from them by employers and
subsequently exchanged for transportation services form participating
providers. Therefore, to meet its objectives, EPA anticipates
sole-source negotiations with MARTA to obtain "Transcards" as fare
media for implememtation of its Regional employee transit benefit
program. The anticipated contract will be a Requirements type with a
