W -- LIQUID OXYGEN SYSTEM SOL DAAA03-97-R-0026 DUE 032197 POC Thaddious Kee, Contract Specialist, 501/540-3040. Contractor is to provide Pine Bluff Arsenal (PBA) with a bulk high-pressure oxygen storage and feed system near building 32-732. The prototype supercritical water oxidation (SCWO) unit will utilize high-pressure oxygen as the oxidizer. The contractor shall provide, install and maintain a complete, operational system in accordance with PBA's Technical Specification, SIOPB-ET-TS-1996-6, dated Sep 1996 and Drawing #32-732 AR1, sheet 2 of 4, to safely store and feed high pressure oxygen. Acceptance Testing, Operational Training and Written Operational Procedures will be provided by the Contractor to PBA. Hazards analyses and failure mode and effect analyses will also be required. Performance Lease Period (for the equipment) will be for one (1) year with four (4) option lease periods. This will be a Requirements Type Contract. Liquid oxygen will be ordered on an "as needed basis". Since a prototype system is applicable to this proposed acquisition, it is possible that during a particular 12-months period, the equipment will not be utilized. Disposition of equipment during Government "non-use" will be left to the Contractor's discretion without addditional charge to the goverment. This will be a Best Value acquisition.
