Naval Research Laboratory intends to enter into a contract on other than a full and open competitiveness basis in order to award a contract to Starsys Research, to deliver space qualified paraffin driven rotary acuators for a star tracker cover mechanism which must open and close several hundred times. These paraffin actuators must rotate to an open position of = 86 degrees provide 15 in-lb of torque during cover opening. The actuator must latch and hold this open position without power. The actuator must meet an existing interface geometry. These actuators are the only units which have already been through a rigorous qualification test program for this specific application (used for same application on Clementine program). Program schedule is critical and requires these fully qualifed actuators be available for integration at NRL in August 1997. See Numbered Note(s): 22. (0036)
