Command is conducting a market survey to determine the existence of
interested sources, both foreign and domestic, that have developed
survival and flotation equipment which can be used to escape from a
disabled submarine. The equipment must be Commercial Off-the-shelf
(COTS) or a Non-Developmental Item (NDI) which is ready for operational
evaluation and has in-service usage data available. The equipment
should be capable of allowing personnel to escape individually from a
submarine at a depth up to and including 600 feet below the water
surface, ascend to the surface, and survive on the surface for a
minimum of 24 hours in water and air temperatures of 40 degrees
Fahrenheit and greater. The equipment should be packaged in a container
that has a volume of no greater than 0.75 cubic feet and any dimension
no greater than 15 inches. All interested sources should provide
pertinent information concerning current in-house capabilities and
practices, quality control/quality assurance, demonstrated ability, and
a listing of commercial and military customers for whom similar work
has been demonstrated. The listing should include contract numbers,
points of contact and a work description. This announcement is a
request for information only and is not a Request For Proposal (RFP) or
announcement of solicitation. Companies responding to this notice will
be placed on a bidders list should the Navy issue a subsequent
solicitation requesting proposals for test articles. A potential exists
for follow-on procurements for up to 12,000 units starting in Fiscal
Year 2000. The Government will not provide payment for any material
provided in response to this synopsis, nor will the Government return
the data provided. All data will be for official Government use only.
