The U.S. Army Construction Engineering Research Laboratories (USACERL), requires Services to Provide Professional Review and Support for the Military Program Green Building Criteria Update. The procurement requires the assistance of an independent, impartial civil engineering research organization, with potential for accessing volunteer experts, to work with the U.S. Army Corps of Engineers, in providing assistance in updating Corps guidance documents; identifying qualified industry experts; coordinating and providing objective industry peer reviews on a range of technical topics; identifying gaps in research and help establish research needs. Other requirements shall include the promotion of innovative design and construction methods, and improvement of technology transfer. USACERL proposes to award a contract to the Civil Engineering Research Foundation (CERF), a non-profit institution, under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 for services available from a source that demonstrates a unique capability to provide the research services proposed. Services to be provided will be accomplished by up to a maximum of $2,000,000.00 Indefinite Delivery Contract with a maximum per firm fixed- price task order of $200,000.00. Task orders may be issued during the basic period of one (1) year with the same terms and conditions as the Indefinite Delivery contract. The contract will also include options for three (3) additional one (1) year periods in accordance with the terms and conditions of the original contract. Request for Proposal (RFP) DACA88- 97-R-0004 will be issued on or about 20 February 1997, with a closing date on or about 7 April 1997. The Government intends to solicit and negotiate the proposed contract action with only one source under authority of FAR 6.302.
