Merson, Contracting Officer (301) 713-0839. The U.S. DOC/NATIONAL
OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA) National Environmental
Satellite, Data, And Information Service (NESDIS), Office of Satellite
Operations (OSO) intends to issue an RFP for broad professional
support in the areas of software programming/ engineering services,
other professional technical support services and hardware support
services to operate and maintain the existing inventory of orbiting
meteorological satellites and future orbiting meteorological satellites
in a rapidly advancing scientific environment. A wide range of software
code will be supported which directly reflects spacecraft subsystem
functioning, operations complexity, and accommodations for spacecraft
performance anomalies. Also included is maintaining, developing and
enhancing several major software systems and the associated hardware
for the Polar Operational Environmental Satellites (POES) and
Geostationary Operational Environmental Satellites (GOES) systems, as
well as other associated systems. This work is extremely critical and
experience in design, development and implementation of the GOES and/or
POES spacecraft computer programs is considered essential. Hardware
will be limited to replacement or minor enhancement work only. The POES
satellites are essential to long-term weather forecasts and
environmental monitoring. The GOES satellites provide images of clouds
that are seen on television weather forecasts. Although the contract
is expected to be awarded in 1997, the GOES duties, functions and
responsibilities outlined herein would be assumed by the contractor in
March 1998. Other spacecraft computer systems, such as the Integrated
Polar Acquisition and Control Subsystem (IPACS), may be supported and
maintained under this contract. The majority of work will be performed
at Satellite Operations Control Center (SOCC) located in Suitland, MD;
other work sites include the Command and Data Acquisition (CDA)
Stations in Wallops, VA and Fairbanks AK. The contract will consist of
a twenty-four month Base Contract Period plus two (2) one year option
periods. A combination cost-plus-fixed-fee/Time and Materials-Labor
Contract is contemplated. Requests for this solicitation must be
