on Redstone Arsenal, Alabama. This proposed contract is being
considered as a 100 percent set-aside for Historically Black Colleges
and Universities (HBCU) and Minority Institutions (MI) as defined by
the clause at 252.226-7000 of the Defense Federal Acquisition
Regulation Supplement. Interested HBCUs and MIs should provide the
contracting office as early as possible, but not later than 15 days
after this notice, evidence of their capability to perform the
contract, and a positive statement of their eligibility as an HBCU or
MI. If adequate response is not received from HBCUs and MIs, then the
solicitation will instead be issued, without further notice, as:
Unrestricted for the purpose of soliciting Colleges and Universities.
Therefore, replies to this notice are also requested from colleges and
universities. The contractor shall furnish personnel to operate the
Computer Lab Program and Homework Center Program at Redstone Arsenal.
The period of performance for the Computer Lab Program will be from
date of award through September 30, 1997. The period of performance for
the Homework Center Teacher will be from date of award through May 31,
1997. These programs serve children ages six to eighteen years old.
Personnel will be required to have a background check and physical
examination before permission is granted to begin work. See Numbered
