The Department of Energy, Idaho Operations Office (DOE-ID) intends to solicit proposals for providing advisory and assistance support services. DOE-ID's mission is to administer the Idaho National Engineering and Environmental Laboratory (INEEL), research and development support for waste management and environmental restoration programs, and research and development activities to support energy production, supply, and use missions. Waste types include low level waste (LLW), high level waste (HLW), transuranic waste (TRU), mixed waste, hazardous waste and industrial waste which must be handled, packaged, treated, stored/disposed, shipped and/or processed pursuant to relevant federal and state requirements including the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and DOE Orders. Specific contracted support will require the contractor to provide specialized assistance in a variety of disciplines, including environmental restoration and waste management, technology market analysis, safeguards and security analysis, safety and health issues, nuclear programs, regulatory analysis, systems engineering, operational readiness, and cost estimating. DOE-ID contemplates three to four awards of indefinite delivery, indefinite quantity contracts using cost-plus-fixed-fee and ost-plus- incentive-fee pricing provisions resulting from the solicitation. A minimum of one award may be set aside for small business. The applicable SIC is 8742 and the size standard is $5.0 million. It is anticipated that $25M to $35M will be available for the three to four awards over a five year period. The estimated period of performance is from October 1, 1997, to September 30, 2002.
