BLAST/FRAGMENTATION WARHEAD SYSTEM FOR JSOW. The Naval Air Systems
Command is conducting a market survey to locate interested sources who
qualify to provide ten (10) penetrating blast/fragment warhead systems
capable of integration with the Joint Standoff Weapon (JSOW) for
effectiveness and insensitive munitions testing by October 1997 (6
months after receipt of order). The off-the-shelf warhead system must
be designed and built, ready for comparative testing and evaluation.
The warhead system shall have demonstrated dynamic testing which shows
the capability to destroy Command and Control, Communications and
Intelligence (C3I) buildings and bridge piors (approximately equivalent
to perforation of 5' of 5,000 psi reinforced concrete) at impact angles
not greater than 600 feet per second. The warhead system shall also
have demonstrated the ability to provide effective blast and
fragmentation damage after perforation of the target exterior. The
system shall meet MIL-STD-2105 Insensitive Munitions and MIL-STD-1316D
Fuze Safety requirements. The system must weigh no more than 550
pounds and shall be less than 68" in length and 12.5" in diameter. The
warhead system should be producible and affordable (the target price
for test articles is less than $75K in FY97 dollars). The intent of
this demonstration is to provide data for future evaluation of warhead
candidates for an upgrade to the JSOW Unitary program. All interested
firms should provide pertinent information concerning current in-house
capabilities and practices; summary of test data on off-the-shelf
warhead systems; demonstrated ability, and successful and timely
completion of similar work as demonstrated by a listing of past
commercial and military customers, contract numbers, points of contact
and work descriptions. This announcement is a request for information
only and is not an RFP or announcement of solicitation. The intent of
this announcement is to identify sources for the procurement of test
articles. If testing satisfies the U.S. Navy's needs, the system will
be considered in a future evaluation for integration in the JSOW
Unitary weapon. Activities which fail to respond to this notice will
not be considered for this comparative testing. No telephone inquiries
will be accepted. The Government will not pay for any material
provided in response to this synopsis. Respondents will not be notified
of the results of the evaluation. Responses are required in 14 calendar
days after publication of this notice. Responses should be addressed to
