The Department of Education intends to award a sole source simplified acquisition in accordance with FAR Part 13 to The National Academy of Sciences. This simplified acquisition will fund a task that completes commitments made in a memorandum of understanding (MOU) signed by the Department of Education and the National Academy of Sciences (NAS) in September, 1994. NAS has unique qualifications to produce this report, as they have completed the majority of the previous work including releasing the 496 page report"Improving Education for Language Minority Students: A Research Agenda".
