Selfridge ANGB MI is soliciting for an Architect-Engineer Indefinite Delivery Services Contract. The Architect-Engineering Services include multi-disciplinary services for the preparation of Architect-Engineer plans, specifications, cost estimates, studies, construction inspection services, and for development and preparation of Project Books/Statements of Work for Selfridge Air National Guard Base, Michigan. Total contract period will not exceed five (5) years, base year plus four (4) 1-year option periods with the same basic professional skills as the base year. Individual delivery orders shall not exceed $300,000.00. The total of all orders under each individual contract period shall not exceed $1.5 million per year. A minimum of $5,000 will be guaranteed should no work be ordered under this contract for the base year only. Negotiations will be conducted for hourly rates for each discipline required, overhead, profit and other cost elements which are particular to the contract. Upon award of the base year, negotiations for each specific delivery order shall be conducted on the A-E's effort involved. Request qualified A-E to perform Type "A", Type "B",, and Type "C" Services, and development and preparation of Project Books/Statements of Work as required for various projects. Type "A" services shall include but not be limited to field surveys, investigations, testings, excavations, research, examinations, and measurements required to obtain data essential to the performance of Type "B" services. Type "B" services include calculations, designs, cost estimates, drawings and specifications of acceptable quality and completeness for bidding by the construction contractor. Design shall be based on Project Books or Statements of Work to be furnished by the exercise of Type "A" Services. Type "C" services shall include all labor, equipment and materials required for the complete construction inspection and review of submittal and shop drawings, as well as material testing required by the construction documents and normal construction practices. A-E firm shall be ineligible to compete for the A-E design contracts for which they have developed the Project Book/Statement of Work. Architect-Engineer selection criteria will include in order of importance (1) Recent specialized experience of the firm in construction, renovation and repair of various buildings, pavements, electrical and mechanical prjects; (2) Professional qualifications of the staff to be assigned to the project; (3) Professional capacity of the firm to accomplish the proposed work within the scheduled time frame; (4) Location of the firm with respect to the project site (firms within 70 miles from Selfridge Air National Guard Base will be given greater consideration during the selection process); (5) Volume of work previously awarded to the firm by the Department of Defense Agencies. Architect-Engineer firms meeting the requirements described in the announcement are invited to submit for consideration for selection both a completed SF 254, U. S. Government Architect-Engineer Questionnaire (if a current form, less than one (1) year old has been previously submitted, a letter stating so will suffice) and SF 255, Architect-Engineer and Related Services Questionnaire for this Indefinite-Delivery Project to this office wtihin thirty (30) calendar days of this publication. No other general notification to firms under consideration for this work is made and no further action is required. This is not a request for proposals. This is an unrestricted procurement action.
