Contracting Oficer is Mr. Raymond Gallagher, (310)363-5642 This effort,
entitled the Unified Payload Integration Follow-on Contract (UPIFC), is
a continuation of the work performed by Lockheed Martin Astronautics
since 1992 under the Titan Unified Payload Integration Contract,
F04701-92-C-0028. The UPIFC is for the integration of various DOD and
NASA satellite vehicles with the Titan launch vehicle system for
launches at Cape Canaveral Air Force Station (CCAFS), FL and Vandenberg
Air Force Base (VAFB), CA. The estimated period of performance is 1 Oct
97 through 30 Sep 03 followed by two one-year options. The type of
contract contemplated is a cost reimbursement type effort.
Approximately 7 Titan II and 22 Titan IV launches will be integrated
over the life of the contract. In addition to the above named launches,
there also exists the possibility of Atlas integration efforts.
Integration tasks include the following: systems engineering and
analysis; management and support; interface design and verification;
hardware and software design; mission unique space vehicle processing
support; development hardware build and mission unique qualification
testing; verification and validation; mission assurance teaming;
mission studies; and fabrication and installation of mission unique
flight hardware required for payloads to be launched on the Titan
launch system. The Launch Programs Office plans to use a total system
program responsibility (TSPR) clause in the UPIFC. Under the TSPR
clause, the contractor assumes TSPR for the Titan II, Titan IV and
possibly Atlas launch vehicles, to include responsibility for effective
technical, cost, and schedule management and implementation of all
program requirements as set forth in all Titan interdependent
contracts. This requires successful performance and management of all
program elements. In addition to meeting the TSPR provisions,
interested parties must be able to meet the following requirements: (1)
demonstrated ability to integrate spacecraft to launch vehicles; (2)
demonstrated understanding of classified spacecraft requirements; (3)
detailed understanding of Titan II, Titan IV and possibly Atlas
interfaces and systems; (4) ability to obtain a Top Secret facility
clearance prior to contract start date; (5) ability to interface with
Lockheed Martin Astronautics' engineering/drawing system; and (6)
ability to begin contract performance no later than 1 Oct 97 without
disruption of existing integration efforts or impact to launch
schedules. Interested sources may submit a statement of capabilities
(SOC) for evaluation purposes within ten days of publication of this
synopsis. The SOC must include a plan to comply with the TSPR clause of
the UPIFC. The Government will not recognize any costs associated with
the submission of the SOC. The Draft Request For Proposal (DRFP) for
the UPIFC is anticipated for release on or about 21 Mar 97. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate personnel. When requested, the
Ombudsman will maintain strict confidentiality as to the source of the
concern. The Ombudsman does not participate in the evaluation of
proposals or in the source selection process. Interested parties are
invited to call Mr. Leslie Bordelon at (310) 363- 3818. The Ombudsman
should only be contacted with issues or problems that have been
previously brought to the attention of the Contracting Officer and
could not be satisfactorily resolved at that level. When requested, all
responsible sources may submit a bid proposal or quotation which shall
