Y -- VARIOUS CONSTRUCTION PROJECTS FOR FLOOD RECOVERY AT CALIFORNIA, NEVADA, HAWAII AND GUAM SOL DTFA08-97-R-05055 POC Cynthia Alatorre, Contracting Officer The Federal Aviation Administration (FAA) in conjunction with a research project with the Performance Based Studies Research Group (PBSRG) at Arizona State University (ASU) is currently establishing a qualified vendor list (QVL) for high performance contractors for flood recovery work. These contracts shall be awarded for approximately 150 FAA facilities within California and Nevada, and approximately 61 FAA facilities within Hawaii and Guam in accordance to the FAA Acquisition Management System (AMS). This QVL will be utilized to award performance based contracts (past performance with price as only one of the factors) to vendors who have been qualified as high performers by the FAA Western-Pacific Region. The performance of the contractors will be based on data indentified by the contractors and verified by ASU of previous work performed by the contractors. The development of the Performance Based Procurement System (PBPS) is a part of an on-going research project at ASU, and the implementation is a prototype test to increase the level of performance of FAA construction work. All work associated with these facilities shall include but is not limited to: roofing, carpentry, asbestos abatement, electrical, painting, carpet installation, and roads and ground maintenance. It is important to note that the QVL does not pertain to specific construction work but is a generation of a list of performing contractors that will be used to select a performance contractor for work which will be identified at a later date. NO TELEPHONE REQUESTS WILL BE ACCEPTED. NOTE: All contractors requesting to participate in this QVL will be REQUIRED to attend a BRIEFING MEETING which shall explain the requirements of the QVL and of the proposed performance based contracts that are to be awarded. Two briefing meetings shall be held, one in Califonria and one in Hawaii, to provide all interested contractors the opportunity to participate in this QVL. A letter providing the dates and times for these briefing meetings shall be forwarded to all contractors who have submitted a written request to participate in this QVL process. Facilities shall be bundled together, based upon locality, and shall result in the award of several contracts to various contractors. All awards shall be completed by September 30, 1997. All contractors are placed on notice that the period of performance for each award may vary from thirty (30) calendard days to one hundred and twenty (120) calendar days. In addition, all contractors are advised that the notice to proceed for particular contracts may be delayed for up to one (1) year after award. All information pertaining to the estimated notice to proceed date and performance period shall be defined in the Request for Offer (RFO) which shall be made available to all contractors who have been determined as high performance vendors. FOR MINORITY, WOMEN-OWNED AND DISADVANTAGED BUSINESS ENTERPRISES: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or sub-contract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, peformance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Progrm (STLP) at prime interet rates to provide accounts receivable financing. The maximum line of credit is $500,000.
