This is a COMBINED SYNOPSIS/SOLICITATION for COMMERCIAL ITEMS prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-45. This Request for Proposals is not set aside for any special category or business. The Small Business Size Standard is 500 employees for the Standard Industrial Code (SIC) of 3629. The US Army CECOM intends to procure, on a firm fixed price basis, the following item: Battery Charger, Industrial Storage. A five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) type contract is anticipated. An initial order quantity of 200 each chargers is guaranteed. The maximum order quantity for the contract is 2,000 each. Offerors shall propose prices for the following ranges of quantities for ordering: 50 to 74 each; 75 to 99 each; 100 to 199 each; 200 to 300 each. A separate set of prices for each of these ranges should be proposed for each of the five (5) year periods starting from date of award. FOR EVALUATION PURPOSES ONLY, an average unit price will be calculated for each of the five (5) years of the proposed contract. The range unit price offered will be applied to the maximum quantity in the range and the sum of the four calculations will be divided by 672 (the total of the four maximum range quantities). Repeat the above process for each of the five years' prices. The five (5) yearly average unit prices will be added then divided by five, and the resultant contract average unit price will be multiplied by 2000 to arrive at the total evaluated contract price. Offerors should carry out this evaluation calculation when submitting a proposal. DESCRIPTION OF MINIMUM REQUIREMENTS: TYPE -- Industrial Storage, for nominal 36 volt batteries used on forklifts and pallet trucks; SIZE -- A Lead Acid 18 cells 720-850 Ah; VOLTS: 208/240/416/448/480 (within a tolerance of 10 percent); PHASE Three (3); FREQUENCY -- 47-63 Hz. Charger shall be Underwriters Laboratory (UL) listed "Industrial Battery Charger", "for indoor use only" per UL Standard for Safety, UL 1564. Corrosion protection requirements in accordance with paragraph 9 of UL 1564. Charger design shall provide a reverse polarity protection device to prevent damage in the event the charging circuit is connected with the polarity reversed. The polarity of the output leads shall be plainly indicated by the words "positive" and "negative", the signs "+" for positive and "-" for negative, OR color coding of red for positive and black for negative. The input power cable to the charger including the attachment plug shall not be less than six (6) feet. The DC output cable shall be an 8-10 foot cable terminated in a two (2) conductor storage battery plug. WARRANTY: Standard Commercial Warranty is required. Provide copy of warranty with proposal to include information regarding length of warranty, effective date, specific terms and conditions and warranty service provider with company name and contact numbers (telephone, fax, etc.). MARKING: in lieu of manufacturers commercial product marking, the charger shall be marked in a six line format with text that is centered as follows: US Army; Communications-Electronics Command; CECOM; PP-2926F/U; Industrial Battery Charger; NSN 6130-XX-XXX-XXXX. Charger shall also contain a nameplate which shall contain the following information: NSN, manufacturer (by name and FSCM) and model number, Contract Number, and serial number. Each charger shall be provided with an instruction manual (ref. UL 1236, par 46) which shall reflect the PP-2926F/U as model number in lieu of commercial model number. PACKAGING INSTRUCTIONS: Each product shall be packaged in accordance with the best commercial packaging to enable shipment to and storage at destination. Bar Code Marking is required on package. DELIVERY to Defense Distribution Depot Susquehanna, New Cumberland, PA 17070-5001. DATE OF DELIVERY of 20 each no later than 90 days after award of each Delivery Order; 20 each shall be delivered each month thereafter until completion. Delivery shall be FOB Destination, Final acceptance shall be at destination. PROPOSALS shall be Submitted IN WRITING (via US Mail, or courier service) to the attention of the Contract Specialist, with reference made to Sol. No. DAAB07-97-R-G053, not later than 13 March 1997, 15:30 EST. Standard commercial format may be used with sufficient technical documentation describing how the product meets this solicitation's requirements. The Government requests that the proposal identify the UL test report number (and date) which granted the UL listing for the offered product as well as how the product meets the Description of Requirement stated above.
