Y -- NATIONAL ENERGY SAVINGS PERFORMANCE CONTRACT SOL DACA87-97-R-0010 DUE 042397 POC Contract Specialist Carol Eaves (205) 895-1124 (Site Code DACA87) The U.S. Army Engineering and Support Center, Huntsville, intends to procure a national contract for energy conservation projects in support of U. S. Army Forces Command (FORSCOM), U. S. Army Reserves, and other federal Government customers located in 46 states, Wasington D.C., and Puerto Rico (excludes Virginia, North Carolina, South Carolina and Georgia). This procurement is restricted to those firms on the DOD Prequalified List of Energy Savings Performance Contractors for all technologies established 01 January 1997. The acquisition is in accordance with the Energy Policy Act of 1992, Public Law 102-485, 42 USC 8287, 10 USC 2865, and Defense Energy Program Policy Memorandum (DEPPM) 94-2. It is the intent that no more than eight contracts be awarded, with one award to a small business if there is competition among at least two qualified, responsible, responsive small business offerors. A fixed-price indefinite delivery indefinite quantity (IDIQ) contract is anticipated. The contract term is for 25 years. The initial ordering period is for five years, with two additional ordering periods of three years and two years respectively, for a total ordering period of up to 10 years. It is anticipated that the solicitation will be issued on or about 5 March 1997 and proposals received on 23 April 1997. A preproposal conference is not anticipated. Technical evaluation factors will be set forth in the solicitation. The Standard Industrial Code applicable to this procurement is 8711. For the purpose of this solicitation any concern whose annual receipts over the past three years do not exceed an average of $20 million is considered a small business. (0058)
