agreement, dated 13 Dec 93 as amended 1 Jul 95, between the Department
of Defense (DoD) of the United States (US) and the Ministry of Defense
(MoD) of the Republic of Kazakhstan, the Republic of Kazakhstan has
agreed to dismantle strategic bombers at specific sites, eliminate
strategic rocket fuel in storage, dismantle and eliminate SS-18 ICBM
silos at various sites, remove the nuclear support infrastructure that
directly contributed to the operations of the ICBM complexes and
deployment of nuclear warheads at the agreed to sites. To this end, the
Defense Special Weapons Agency (DSWA) plans to award a sole source
contract to the Republic of Kazakhstan's Central Design Institute (CDI)
to conduct specific surveys, assessments, and characterizations to
support the dismantlement phase, which involves the chemical
neutralization and deactivation or dismantlement of the identified
Unified Fill Facilities (UFF) and Nuclear Weapon Storage Areas (NWSA).
This effort includes detailed site surveys to define and locate all
relevant above and below ground (UFF) and NWSA related infrastructure,
radiological disposal wells, buildings, roads, railroads, etc.; an
environmental survey to determine the applicable laws, regulations, and
standards applicable and impact of the conduct of the dismantlement
phase effort; and assessments and characterizations of the
environmental conditions (i.e., degree of contamination) of the
territory and facilities associated with the sites. See Numbered Note
22. CDI is the only source capable of performing the effort in a
cost-effective and timely manner, having access to the sites and
responsibility for environmental and ecological regulation within
