Standards and Technology (NIST) has a requirement for the design,
implementation, and installation of a public key certificate management
system that supports digital signature technology. The system will be
deployed at NIST for testing operational concerns and interoperability
among Federal Public Key Infrastructure (PKI) pilots. This system is
not intended as the operational Root Authority for the Federal PKI,
although experience gained from its deployment and testing will be
instrumental in the planned eventual deployment of an operational
Federal PKI. The purpose of a PKI, and the certificate management
systems it consists of, is to bind public keys to their owners in a
trustworthy manner so that widespread use of digital signatures is
feasible and reliable as the basis for electronic commerce and the
provision of government services. The Contractor shall furnish a Root
Certification Authority (CA), a Standalone Organizational Registration
Authority (ORA), PKI Client Software, and an archive sub-system. As
stated in the Design Specifications, these components shall conform to
the Minimum Interoperability Specification for PKI Components (MISPC)
released by NIST on 2 December 1996 and available from
http://csrc.nist.gov/pki. These components shall be integrated into an
operating and demonstrable system. The target system is expected to
rely heavily on existing off-the shelf products, therefore the period
of performance for all activities shall be approximately 120 days from
