expiring Navy software research and development contract in support of
the Naval Research Laboratory's Tactical Electronic Warfare Division
(TEWD) Advanced Techniques Branch simulation and modeling. Century
Computing Inc. of Laurel, Maryland is the incumbent contractor.
However,the follow-on is being launched as a full and open competition.
The period of performance will be sixty months with a level of effort
of approximately three persons per year anticipated; it is anticipated
that performance will commence in early September, 1997. This research
and development is directed towards improvements and enhancements to
the NRL TEWD CRUISE_MISSILES anti-ship missile engagement model in the
areas of: simulation architecture and component implementation;
performance enhancement; enhanced graphics displays on Silicon Graphics
workstations and X/Windows displays; configuration management design
and tools; development of X/Window-based graphical user interfaces; and
FORTRAN, C, and C++ language pre-processors and compiler technologies.
The desired experience and qualifications include: in-depth knowledge
of UNIX systems-level programming and internals; design,
implementation, and maintenance of highly optimized C and FORTRAN code
for workstations and supercomputers; experience with C++ and
object-oriented programming practices; development and maintenance of
large commercially viable software packages; and a supported record of
delivering reliable results on schedule. The work is to be done at
NRL. Secret clearances are required for all personnel working on this
project. It is anticipated that proposals will be due forty days after
issuance of the solicitation, with a deadline for questions nineteen
days after issuance. Any responsible source may submit a proposal,
