Specialist, (202) 366-9552 The objective of this requirement is to
obtain the necessary personnel, facilities, and equipment to perform
testing services necessary to determine conformance of child restraint
components with the applicable requirements of Federal Motor Vehicle
Safety Standard (FMVSS) No. 213, "Child Restraint Systems." The
Government will provide test components to the Contractor as Government
Furnished Test Items (GFTI). Either whole child restraints or
individual component will be provided. Reporting services will also be
required in conjunction with the component testing services. Bidders
must have the necessary testing facilities and equipment capable of
meeting the testing requirements as specified by the Solicitation and
the Laboratory Test Procedure TP-213-04, to be furnished along with the
Solicitation. The Government may require a demonstration test at the
offeror's expense prior to contract award using the testing facilities,
personnel, and equipment that the offeror proposes to use in the
performance ofthe contract. NHTSA reserves the right to conduct a
pre-award survey or to require other evidence of technical, managerial,
financial, and similar abilities to perform the work described in the
solicitation prior to the award of the contract. No subcontracting will
be permitted. A period of performance for twelve (12) months with
options for four (4) additional one-year periods is contemplated.
Requests for this solicitation must be in writing. The anticipated
issuance date of the solicitation is on or about April 18, 1997.
