This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued. Proposals are being requested and a written solicitation will not be issued. Responses should reference Request for Proposal No. DE-RP04-97AL76137. This CBD solicitation incorporates the provisions and clauses that are in effect through Federal Acquisition Circular 90-45. The recommended Standard Industrial Classification (SIC) Code for this procurement is 4812 with a corresponding size standard of 1,500 employees. Firms responding should indicate whether or not they are small business, small women-owned business, small disadvantaged business, or 8(a) business, in accordance with the referenced SIC Code. The Department of Energy Albuquerque Operations Office (DOE-AL) intends to lease, under full and open competition, numeric or alpha/numeric pagers. DOE-AL estimates a need for 100 to 300 pagers the first year, 50 additional pagers the second year, and 25 additional pagers needed for years three through five. The pagers shall have Flex technology at 6400 baud, toll free access to a nationwide network, individual pin number, nationwide coverage in all major metropolitan cities, message sequence numbering, page recall, priority paging, time of day, and group call. DOE-AL requires the capability of adding or deleting pagers as needed and the capability of trading in pagers should the current technology be upgraded. Optional trade-in of 193 Government-owned Motorola pagers is requested. The frequency of the pagers currently in use is 931.9375 MHz. The types of pagers are 50 each Motorola Pro Encore, Flex 2400; 4 each Motorola NEC, Flex 2400; and Motorola Bravo Classic, POCSAG 2400. DOE-AL requires repairs and maintenance service for all pagers. Delivery is FOB Destination. The acceptance point is DOE-AL, Pennsylvania and K Streets, Building 20397, Kirtland Air Force Base-East, Attn.: IRMD, Albuquerque, NM 87116. Only those vendors who can furnish these items will be considered, no substitute items will be accepted. This is an "All or None" solicitation and contractors must propose on all items. The provisions at FAR 52.212-2, Evaluation -- Commercial Items, apply to this acquisition. Proposals will be evaluated on the basis of lowest overall price. Please include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offer.
