This is NOT a Request for Proposals. The U.S. Special Operations Command, Technical Applications Contracting Office seeks information and sources for EOCMDs which could be employed from rotary wing platforms in defense against optically aimed laser weapons systems. The air crew would be provided with laser threat cueing by means of the AN/AVR2A Laser Detecting Set (LDS) and the AN/APR39A(V)1 Radar Warning R eceiver (RWR). The LDS would provide cueing information to the AN/ALE47 Countermeasures Dispensing System (CMDS), the CMDS would process the LDS input and allow for dispensing of an EOCMD. The pilot would then dispense the EOCMD as a flash dazzle or flash blinding countermeasure to momentarily incapacitate the threat operator and maneuver the aircraft into a masking condition. Following are the Critical Operational Issues and Concerns (COIC): (A) A copy of previously: A) The EOCMD must be compatible w ith the AN/ALE47 CMDS for dispense cueing; B) The EOCMD should be produced in a 1" X 1" X 8" form factor -- 1" X 2" X 8 or 1" X 2" X 12" may be acceptable; C) The EOCMD should have a rapid rise time and a dwell period of ten (10) seconds at its peak luminance value prior to dropping off in intensity; D) EOCMD length may exceed the 8" length of the current M206 decoy to a length of no more than twelve (12) inches. All sources whom have a system that meets or exceeds the requirements identified above are en couraged to respond to this notice with technical literature and product descriptions. In particular, responses should address the COIC s "A" thru "D." We request that responses be provided not later than 25 April 1997.
