This area is defined as port facilities in all countries along the Red Sea, Gulf of Suez, Gulf of Aqaba in the northern Red Sea and as far as Djibouti. Locations along the coasts of Somalia, Yemen and Sudan are excluded. Tankage requirement of 1,200,000 bbls of storage (600,000 bbls of JP5 and 600,000 bbls of F76. Receiving and shipping cabability via tanker/barge is required on a 24-hour per day, 7-day per week basis at pumping rates compatible with the mode of transportation tendered (minimum 2,000 bbls per hour for barge and 8,000 bbls per hour for tankers). Pipeline receipt on a 24-hour per day, 7-day per week basis will be considered as a secondary mode. Berthing facilities must be capable of handling a minimum 40,000 dead weight ton vessel with an overall length of 800 feet and a minimum draft of 39 feet at mean low tide from berth to open sea on a 24-hour, 7-day per week basis. Berthing facilitiesmust also be capable of receiving barges. Offeror must provide any port restrictions/requirements and harbor fees with offers, along with height restrictions from ship's manifold to waterline during loading/unloading. Tank truck loading and delivery capability is required for locations which do not have dedicated pipeline systems to the jetty or other means of providing small parcels pier side without subjecting government vessels to commercial line fill interface. Offerors must indicate whether costs of truck service is included in their offered price or proposed as a reimbursable. All responsible sources may submit a proposal which shall be considered.
