Robin P. Chapman, rchapman@ems.jsc.nasa.gov. NASA/JSC plans to issue a
Request for Proposal (RFP) for the Extravehicular Mobility Unit (EMU)
to procure additional EMU hardware, to refurbish hardware components,
and to continue program administration, engineering, Extravehicular
Activity mission management, assured EMU availability, logistics,
tooling maintenance, and field support. NASA/JSC intends to purchase
the items from Hamilton Standard Division (HSD) of United Technologies
Corporation, Windsor Locks, Connecticut. As the EMU designer,
developer, and manufacturer, HSD has acquired unique qualifications,
resources, corporate memory, and engineering expertise that are
required to fabricate new EMU hardware components, and perform related
programmatic and technical activities. HSD has gained these unique
capabilities through the fabrication of 16 EMU's and 1 qualification
system over a 17-year period. Based upon this experience, HSD possesses
an extensive knowledge of the design and performance characteristics of
the EMU and its components and is cognizant of its overall
capabilities, limitations, and the interactions of its subsystems. In
addition, HSD possesses all required equipment and facilities necessary
for the fabrication and refurbishment of EMU hardware components
including specialized tool and test equipment. HSD is also a certified
supplier of extravehicular activity equipment in accordance with JSC
Specification CSD-SH-021 and NASA Handbook 5300.4 requirements. See
Numbered Note 26. RFP will be released on or about 15 days after
publication of this synopsis in the CBD. Firm date for receipt of
proposals will be stated in the RFP. All responsible sources may submit
a proposal which shall be considered by the agency. See Number Note 22.
