The Bureau of the Public Debt (BPD) will issue a commercial item solicitation for selling U.S. savings bonds via Automated Clearing House (ACH) debit. The Contractor's service shall consist of automatic, recurring purchases of U.S. Savings Bonds via preauthorized ACH debits to a customer's bank account in the amount necessary to purchase a U.S. savings bond. The Contractor shall be responsible for the following: processing customer enrollment applications (which will contain customer, bank account, bond inscription, and bond denomination data); establishing and servicing customer accounts; establishing and maintaining a masterfile of customer enrollment and transaction data; debiting customer bank accounts; and transmitting bond data to a servicing Federal Reserve Bank. In addition, the Contractor shall provide customer support services to current and potential customers of this service. Requests for the solicitation document must be made in writing. Receipt of faxed and e-mail requests must be confirmed by calling (304) 480-6529. Respondents to the Request For Information (RFI) (published in the CBD on August 14, 1996) need not request the solicitation document, as they will automatically be included in the distribution. The Service Contract Act is likely to apply to this contract; however, the place of performance is unknown. The solicitation document will include Wage Determinations from geographic locations based on the mailing addresses from inquiries and responses to the RFI, which include: Chicago, IL; Columbus, OH; Fairfield, CT; Fairmont, WV; New York, NY; Pittsburgh, PA; Rochester, NY; Santa Clarita, CA; St. Petersburg, FL; Waltham, MA; and Washington, DC. The Contracting Officer will request additional wage determinations for possible places of performance if asked to do so in writing to the above address, faxed to (304) 480-6632 or e-mailed to Procurement@bpd.treas.gov no later than May 8, 1997. Receipt of faxed and e-mailed requests must be confirmed by calling (304) 480-6529. A pre-proposal conference is planned for May 14, 1997, at the Federal Reserve Bank of Pittsburgh.
