E-MAIL: Contracting Officer's EMail address, acapron@do.usbr.gov. The Bureau of Reclamation (Reclamation) intends to contract on a sole-source basis with Dr. Melvin G. Schaefer of MGS Engineering PLLC, Lacey, Washington. This contract is for development of a Monte Carlo Flood Hydrology computer model for Bumping Lake and A.R. Bowman. Using the model, flood frequency curves, reservoir stage frequency curves, and flood hydrographs will need to be developed. A report or professional paper documenting the study is due by September 30, 1997. Over the last two years, Dr. Schaefer has been working on a Monte Carlo Flood Hydrology computer model for the State of Washington, in cooperation with the Bureau of Reclamation. Based on this work, Dr. Schaefer will expand the model to include additional features. Some of the items that will be added include: temporal characteristics of rain storms, spatial aspects of snowpack and rain storms, reservoir routing, stream channel routing, a land segment process for runoff, rainfall analysis for long duration storms, and flood frequency relationships. The modeling effort will focus on the Bumping Lake and A.R. Bowman watersheds, but will also produce a generic model that will be applicable to other basins. Work products will include flood frequency curves, reservoir stage frequency curves, flood hydrographs, and a final report/paper documenting the results. The sole source contract is justified based on the unique qualifications of Dr. Schaefer, the unique rainfall data possessed by him, and the continued development of the Monte Carlo Flood Hydrology computer model which was developed by him. Dr. Schaefer possesses a unique combination of qualifications for conducting this study: 1. Strong academic credentials in engineering, hydrology, and meteorology. MS in Civil Engineering from the University of Missouri -- Rolla (1975);Ph.D. in Civil Engineering with emphasis in surface water hydrology from the University of Missouri -- Rolla (1979). 2. Chief, Dam Safety Section, State of Washington, Department of Ecology, 1990 -- 1997. 3.Numerous publications relating to characteristics of extreme precipitation events and regional analysis of annual maximum rainfall for Washington, Montana, Wyoming, and British Colombia. Development of the Dam Safety Guidelines for the State of Washington which establishes a risk based approach to dam safety design standards. Dr. Schaefer's combination of strong academic credentials and high level state water management responsibility is unique. This background uniquely qualifies him to continue development of a hydrologic model for use in Reclamation for determining appropriate design levels using risk based approaches. Further, the proposed study requires use of rainfall data previously collected and analyzed by Dr. Schaefer. It also requires modifications and additions to a computer model developed by the principal investigator. Since Reclamation is trying to complete this work by September 30, 1997, Dr. Schaefer is the only person capable of doing this work. Duplication of the rainfall data base and model development by others would greatly increase the cost and duration of the study. Reclamation knows of no other consultant or researcher that even approaches the qualifications of Dr. Schaefer for this study. This is not a formal solicitation. All sources responding to this synopsis shall submit information relating to business status, including identification as to whether they are small, large, minority-owned, and/or woman-owned.
