The Office of Fossil Energy requires the award of a sole source contract to Technology & Management Services, Inc. to provide technical and management support services to the Clean Coal Program. This award will be made under the authority of Section 303(c)(1) of the Competition in Contracting Act. The award will be for a "bridge contract" between the incumbent contract, number DE-AC01-92FE62046, and a follow-on competitive solicitation. The follow-on solicitation is expected to be released at the end of April. The incumbent contract expires on June 30, 1997. The Clean Coal Program requires continuity of services with a contractor experienced in the technological needs of Clean Coal. Disruption of services in ongoing support to Clean Coal would cause an adverse impact on the mission of the Clean Coal Program. Specific programmatic activities including operation and maintenance of the cost and schedule status information systems; maintaining, redesigning and displaying the Clean Coal Technology exhibits at functions in 1997; support of technology transfer and outreach efforts; and analysis of technical, economic and environmental performance of clean coal technologies would be at risk without continued services.
