Cooper, Contracting Officer, (304)285-4160 The U.S. Department of Energy's Federal Energy Technology Center, Morgantown Office intends to award an Indefinite-Delivery Indefinite-Quantity Contract for a five year membership term on a non-competitive basis to the Computer Modelling Group (CMG) of Calgary, Canada for a membership agreement and software license. Membership authorizes access to a copyrighted Three-Phase Implicit-Explicit Dual Porosity/Dual Permeability Black Oil Simulator (IMEX). The simulator is capable of run-time dimension, able to model horizontal wellbores and multilateral wellbores and is capable of running on a DEC AXP/UNIX environment. This procurement is issued non-competitively due to the continuation of membership and licensing agreements to which CMG retains limited data rights. Firms which feel that they can furnish the same or an equivalent product will be considered but only by responding with clear convincing documentation in writing demonstrating their ability to meet the entire requirement. This documentation must be submitted within fifteen (15) days after the publication of this notice. This is not a request for proposals and no solicitation document exists. See Numbered Note 22.
